The Open Letter from the Government of Independent Tatarstan in exile to the Congress of People’s Deputies

We welcome all participants of the 4th plenary session of the Congress of People’s Deputies!
The question of how future history will meet the Russian Federation and how its transformation will take place is one of the key questions of geopolitics and one of the most important questions for us.
We, the nations once subjugated by Muscovy, firmly hold the opinion of deconstructing the colonial narrative of Russia and the infrastructure of the imperialist project that serves it. By this we mean the peaceful decolonization of Russia and the restoration or creation of new independent post-Russian states.
We Tatars, as people once enslaved by Muscovy, also stand for an end to Russian aggression against sovereign Ukraine and the restoration of the internationally recognized borders of Ukraine in 1991, payment of reparations, and do not abdicate our responsibility to bear other obligations.
The liquidation of the Putin regime, which is one of the strategic goals of the Moscow opposition, should lead to the annulment of all unconstitutional and misanthropic laws and amendments adopted during the rule of Vladimir Putin in Russia, which automatically returns Tatarstan to 1999.
Therefore, we, as the Government of Independent Tatarstan in exile, legally elected at a similar to today’s Congress of the expanded session of the Milli Majlis (Parliament) of the Tatar People in 2008, responsibly declare that Tatarstan will not be part of the Russian Federation, no matter how wonderful and legal, according to your promises, she was not. Tatarstan must be an independent state and a subject of international law, since it has the entire legal framework for this. The first is the Declaration of Sovereignty of the Republic of Tatarstan dated August 30, 1990, the second is the legitimate referendum on March 21, 1992 with the participation of international observers and the media recorded by the Helsinki Commission, the third is the new Constitution of the Republic of Tatarstan dated (6) November 30, 1992, declaring it a sovereign state. Moreover, Tatarstan was not part of the Russian Federation and did not sign the Federative Treaty with Russia. Therefore, Tatarstan in the future will be a free, democratic, civilized subject and participant in international law!
Various political figures positioning themselves as Russian democratic forces have repeatedly received support from the West in the history of Russia in an attempt to build a “democratic” state. Let’s take only the examples of Lenin at the beginning of the 20th century, Yeltsin at the end of the 20th century and Putin at the beginning of the 21st century. But the issue is still not resolved! After the lapse of time, we only have millions of innocent victims of peoples, forced deportations of non-Russian peoples, famines of peoples, forced assimilation of peoples, terror of citizens, deception of the population, imperial wars of Moscow continuing in the 21st century, and so on. But all the same, representatives of the Moscow opposition continue to discuss and dream about a free and legal Federal Russia, and also try to impose on the international political subjectivity the opinion that this is possible, while not taking into account the opinion of the nations and national republics, which will never again under whatever conditions, believe the false promises of Moscow-centric forces and will not support the continued existence of Russia as a Federation, and will never remain a part of it voluntarily! And what then? From Moscow’s side, will the history of the war “Yeltsin – Chechen Republic of Ichkeria 2:0″ be repeated? But only with all national republics?
Until now, not a single one of the Moscow oppositionists wants to admit the fact that the colonized peoples of the Idel-Urals, Siberia and the Caucasus must henceforth become independent and continue the imperial narrative of a united and indivisible Russia.
Everyone has long understood that such a large territory and multinational nations with different traditions, languages, religions and identities cannot be maintained without totalitarianism, in which they do not govern, but only control and subjugate.
Is totalitarianism the basis of Western values, democracy and human rights? No!
At such Congresses, one should already begin to discuss the issues of denuclearization, demilitarization, de-imperialization and decolonization of Russia, as the main country that continues to terrorize all of Eurasia and Europe to this day, repeatedly threatening with nuclear weapons. You should also build the future policy of your Moscow State and only it, think through the principles of establishing friendly relations with neighboring new Republic-Countries and new Sovereign States, and also consider a new economic and resource policy of the new Moscow State, since Moscow will no longer have resources and taxes that are taken from the nation’s rich republics, but at the same time, which Moscow calls subsidized. For example, Tatarstan “transferred” more than $9 billion to the Federal Budget in just one year, in 2022.
Thus, we would like to complete our speech addressed to both the 4th Plenary Congress of People’s Deputies and the entire Moscow opposition, as well as the international political class, with the words of the American political scientist, sociologist and statesman of Polish origin Zbigniew Brzezinski: “Let us help Russia become a democracy, Let’s destroy it!”
Russia, as a single state-empire, must cease to exist. This is the main condition for post-war safety!
