All-Tatar Public Center is a non-governmental organization which conducts campaigns in order to preserve the Tatar national identity, language and culture.
Rafis Kashapov, All-Tatar Public Center’s Member moved to Ukraine from Russia on February 4, 2018. He was convicted in the Russian Federation, of public statements against Crimea occupation by Russia, a military invasion to Donbass and Vladimir Putin, Russian President’s policies criticism.
He arrived to London on May 23, 2018 in order to seek political asylum in Britain. The refugee status granting or refusing decision is made within six months.
Rafis Kashapov, All-Tatar Public Center’s chairman was found guilty by Russian courts of appeals for separatism because of criticism of military invasion to Donbass and Crimea occupation and he was sentenced to 15 years' imprisonment.
He was free on December 27, 2017. He was in solitary confinement for 1.5 years out of 3 years, prison officers tried to break him morally. Recently, Kashapov appealed his sentence in the European Human Rights Court.
He is called the first person who was convicted in Russia for Crimea occupation criticism. On May 2017, the Russian court recognized the Tatar community center as an extremist organization and decided to stop its activities on the territory of the Russian Federation.

He was continuing his active social and political activity while being in Ukraine: he was "Free Idel-Ural" public movement member, participated in actions to protect the Crimean Tatar people, condemned the Russian military’s actions in Donbass and also conducted systematic work in political prisoners defense who were staying in Russian prisons - Russian and Ukrainian citizens.
The Universal Declaration of Human Rights and Geneva Convention determine the right for political asylum for everyone, for protection provision to a citizen who are pursued for political reasons by Russian authorities.
